Made in USA - Certificate of Compliance
Sollega's domestic-content guidance under Treasury Notice 2025-08, certifying that the FastRack 510-6dg (FR510-6) C&I racking system is U.S.-manufactured and FEOC-compliant, with system domestic-content percentages and an accompanying ownership-structure certification.
Domestic Content: Treasury Notice 2025-08
Sollega's FastRack 510-6dg (FR510-6) C&I racking system meets FEOC requirements for domestic manufacturing. The following components are manufactured in the United States:
- FR510-6dg Ultramid (injection molded)
- BASF glass-reinforced Nylon (compounded in the U.S.)
- Module clamps (extruded aluminum)
- Aluminum rail used for mechanical attachment (extruded aluminum)
To meet the criteria for tax credit incentives, solar projects must have a combination of modules, inverters, and racking with a minimum aggregate threshold of 45% domestic manufactured content.
Achieving 45%
- Pair Sollega racking with domestically manufactured modules, inverters, and BOS components when targeting the 45% domestic content bonus credit.
- Understand key definitions and requirements for domestic content eligibility.
- Only eligible taxpayers — typically commercial entities, project owners, and third-party financing structures — can claim the bonus credit. EPCs and installers cannot claim the credit directly.
- Sollega can provide traceability documentation upon request.
- Request manufacturer certifications and letters of attestation for your tax and legal advisors.
- IRS and financier reviews may require detailed documentation of material origin, cost breakdowns, and certifications. Ensure that all suppliers can provide the necessary documentation for verification.
- Domestic content rules continue to evolve and may differ across guidance updates. Sollega provides product-level documentation but does not offer tax or legal advice. Always consult your advisors.
Certification of Ownership Structure & Foreign Entity Compliance
This letter is provided by Sollega Inc., a California corporation organized and existing under the laws of California with its principal place of business at 128 De Montfort Ave, San Francisco, CA. This certification is provided in connection with compliance with the Foreign Entity of Concern (FEOC) regulations regarding clean energy tax credits. Sollega understands the requirements regarding ownership and control as outlined by the relevant U.S. government agencies, including the definitions for Prohibited Foreign Entities (PFE), Foreign Entities of Concern (FEOC), Sensitive Foreign Entities (SFE), and Foreign-Influenced Entities (FIE).
Ownership and control: Based on a thorough review of our corporate records, share registry, and governance documents, Sollega certifies that it is not a PFE, FEOC, SFE, or FIE as defined by Public Law 119-21. Sollega does not have any agreements, contracts, or licensing arrangements that grant a PFE 'effective control' over its operations or technology, and no material assistance has been received from any PFE that would render its product or service non-compliant under Department of Energy incentive or credit programs.
FastRack 510-6 System Domestic Content Percentages

|---|---|---|---|---|
| Rail (Eco Standard Aluminum Rail 9/10 ft + FR510-6dg) | 15% | 12.20% | 18.70% | 14.60% |
| Fasteners (FR-EC end clamps, FR-PC-A pull clamp) | 3.50% | 2.90% | 4.40% | 3.40% |
